Congressional attacks on reproductive rights have intensified in recent years, and opponents of choice continue to introduce legislation that would restrict access to safe abortion for low-income women and teens, promote political agendas over sound medical science, and interfere with the physician-patient relationship. Pro-choice advocates are also seeking new opportunities to expand access to abortion care and family planning services and to ensure that women receive comprehensive, medically accurate information.

"Prevention First"

The Prevention First Act is a package of legislative initiatives designed to expand access to preventive health care services and programs that reduce unintended pregnancy and sexually transmitted infections.

Federal Refusal Clause

Modeled after legislation drafted by the U.S. Conference of Catholic Bishops, this carefully constructed amendment is designed to limit women's access to abortion services, information, and referrals. More

Teen Endangerment Act

The Teen Endangerment Act (TEA) would prohibit anyone other than a parent from transporting a minor across state lines for an abortion if she has not already met her home state's parental involvement requirements. This legislation provides no exceptions for family members other than parents who want to help a minor woman. Trusted aunts, sisters, grandmothers, clergy, counselors, and friends could be federally prosecuted under this bill for helping a young woman who may be a victim of family abuse, rape, or incest. Stem Cell Research Enhancement Act

The National Abortion Federation (NAF) supports embryonic stem cell research, which has the potential to help find new treatments, or even cures, for those individuals suffering from degenerative diseases. In the 110th Congress, House and Senate Leadership have indicated that passage of the Stem Cell Research Enhancement Act, which would expand funding for this promising medical research, will be a priority.

Judicial Nominations

The lifetime appointment of anti-choice federal judges jeopardizes reproductive health care for generations to come. It is of paramount importance that the courts remain fair and independent avenues for assertion of all rights, including reproductive choice. More

Women in the Military

Currently, American servicewomen and military dependents are prohibited from obtaining safe abortion care at overseas military facilities, even if they pay for the procedure with their own money. Women in uniform deserve the same access to safe, legal reproductive health care as their civilian counterparts. Please read NAF's statement

Appropriations Riders

International: Access Denied. The Global Gag Rule prohibits international non-governmental organizations (NGOs) that receive U.S. funds from using their own private funds to advocate for change in abortion laws or refer women to safe abortion providers, even in countries where abortion is legal. More

International: No Funds for UNFPA. Anti-choice Members of Congress and the Administration have conspired to revoke $34 million in desperately needed U.S. funds for international family planning. More

Labor/Health and Human Services: A Phony Diagnosis. Anti-choice conservatives hope federal funding for research will lend legitimacy to so-called "Post-Abortion Syndrome" - but it doesn't exist.

Attacks on Mifepristone (RU-486)

On May 17, 2006, the House Subcommittee on Criminal Justice, Drug Policy, and Human Resources held a hearing about mifepristone (also known as RU-486). Please read NAF's statement (PDF file, 40K).

Ignoring the Authority of the FDA: The RU-486 Suspension and Review Act would remove mifepristone from the market - despite the fact that more than 950,000 American women have used it to safely terminate early pregnancies.

Funding Anti-Abortion Crisis Pregnancy Centers

Under the guise of supporting "informed choice" for women, anti-choice Members of Congress want federal dollars to go to so-called "crisis pregnancy centers," which often mislead women about their true pregnancy options. The U.S. Congress is considering legislation to regulate the advertising practices of CPCs so they will not be confused with legitimate abortion providers or providers of abortion referrals.  More

Perception of Pain in the Fetus

Congress is currently considering legislation that would force a physician to deliver a government-scripted lecture to patients. More
