2. NAF Public Policy Update

On Capitol Hill...

Rep. Carolyn Maloney (D-NY) recently re-introduced legislation that would prohibit anti-choice Crisis Pregnancy Centers (CPCs) from deceptively advertising in a way that suggests they provide abortion when, in fact, they do not provide such care. Certain CPCs engaged in deceptive advertising practices have intentionally placed advertisements under the "abortion services" heading of phone and Internet directories to confuse women about what types of services they provide. Several national organizations signed a coalition letter sent to the U.S. House of Representatives in support of Rep. Maloney's bill, which would authorize the Federal Trade Commission to ensure that CPCs do not engage in deceptive practices.

Family planning providers recently scored a significant victory when the U.S. House of Representatives passed legislation that includes a $28 million increase for Title X, the third largest increase in the program's history. Title X is the nation's family planning program, which provides high-quality family planning and preventive health care services to more than five million low-income individuals annually. During debate of the bill, family planning supporters defeated an amendment offered by Rep. Pence that would have prohibited Planned Parenthood clinics from receiving Title X funds.

The U.S. Congress will be in recess during August. Members of the House and Senate are scheduled to return to Washington, DC after Labor Day.

4. NAF Staff in the Field: Protecting Our Members in Alabama

During the week of July 16 in Birmingham, Alabama, anti-abortion group Operation Save America (OSA) protested at Planned Parenthood and the New Woman All Women clinic. New Woman All Women is the clinic that was bombed by convicted murderer Eric Robert Rudolph in 1998. An off duty police officer, employed as a security guard, was killed and a nurse, Emily Lyons, was brutally and permanently injured.

A staff member from the National Abortion Federation (NAF) was on the ground in Birmingham working with law enforcement and clinic staff to ensure that patients had safe access to abortion care and that services were unimpeded. Please visit our blog to read her reports "from the field."

Update 1 on July 16th

Members of OSA began gathering for their annual week-long protest event in Birmingham, Alabama on Saturday, July 14th. This morning was their first day protesting at the city's two abortion clinics. About 15 people demonstrated at Planned Parenthood, while about 100 gathered at the New Woman All Women clinic. Protesters carried graphic signs and shouted at clinic staff and law enforcement. Trucks, also bearing graphic signs, drove throughout the city, provoking numerous calls from concerned citizens who complained about the trucks. The group then gathered in the 5 Points neighborhood and held a rally and signing of an "emancipation proclamation for the unborn children of our land." There was a visible law enforcement presence at all the venues. Despite the disruption, the clinics both remained open and cared for their patients.

6. NAF Welcomes CFC Member Jo-Ann Fortier as Our New Director of Clinicial Services!

NAF is pleased to welcome Jo-Ann Fortier, NP to our staff this fall.

Jo-Ann has been a Family Nurse Practitioner specializing in reproductive health for 13 years. In her most recent position she was the Lead Clinician at Planned Parenthood of Alaska in Anchorage. She has also worked providing primary care in medically underserved areas of Alaska. She was the State of Alaska's representative to Clinicians for Choice for 8 years. Most recently, she has been involved in scope of practice issues pertaining to nurse practitioners and uterine evacuation. She is passionate about clinical practice and teaching, especially abortion care.

Her primary responsibilities will be to provide oversight to the Quality Assessment and Improvement program, to conduct quality site inspections of member facilities, and to manage and maintain the systems that support the quality program.
